How do you go about giving scratches to a bird so covered in pin feathers he’s like a hedgehog?

Funny, but Salty LOVES that area just above his nares scratched hard. I mean REALLY hard, I am afraid to do it too hard, but he actually leans into it hard.

A soft toothbrush (new and clean of course) would make a nice "featherbrush" for his scruffyness's head and neck. I used one on Rocky when she was growing her first set of feathers and looked so uncomfortable.
