Also leaning towards female.
 
How old is he/she? It's easiest to tell when they're adults! Looks like a girl though - could you post a picture of what his/her tail feathers look like from below? That's the most telling way to identify gender.
 
Looks like a female to me! My female looks very similar to this one!

BUT....many juveniles will appear to look female, so it does depend on the age. If it is a couple months, it still could be a male. Most males will lose the pearling after the first couple molts and lose the barring of the tail feathers.
 
Still can't see the tail feathers clearly in the picture! If it is an adult and there are bars/stripes on the underside of the tail feathers (look at him/her from below), then it is most likely a female - although males often have these until they go through their first adult moult, so it really depends on age.
