Don't you visit you bird where she's fostered? If you visited at least once a week maybe you could clean it's cage.
I hope you find a better place for your bird.
 
Why not put a lock on your door or install a hook and eye type latch about eye level to keep the door closed and the cats out.
Personally I don't like cats and am allergic to them. I'd find a new roomate(s) so my bird could live in its home. Give the roommate with cats a couple months notice to move out. With so many people displaced by the LA area fires it shouldn't be that hard to find a new roommate without a cat.
Finding a new good foster for your bird without cats might be even harder.

I'm not a cat person either. I was supposed to have my bird back last month, then a girl who I knew through an old mutual scammed me in a sublease. She took my money and forced me out and I ended up back with the roomie with cats. The legal trouble and safety stress wasn't worth fighting it out. Now that I'm with the cats I know she wouldn't ever be safe and I'm contractually here til May. I will look into the suggestion you gave for the lock, thank you! I've had Luna for 12 years so this is all extremely strange and hard on me. I didn't expect to have to care for her for another few years but my parents were sick of her. All very frustrating and sad and I'm doing my best.
 
I feel for you and I also feel for Luna. Try to visit her more and clean her cage yourself.
 
If the Foster's place is that bad I'd worry about diseases. It looks like you will need to quarantine after this. Makes me worry about exposing Luna's next foster home to diseases Luna may have picked up. I think you need to address your locked or latched door situation at home rather than pass Luna from foster to foster. For her health and the health of all foster birds.
I'd also schedule an avian vet check when you get her out of there ASAP even if you can't get an appointment for a few weeks.
