Finding a breeder can be hard when you don't know where to start. You may have to travel to another State to get a baby African Grey from a good breeder. If there are any Bird Fairs/Expos in your part of the country you should try to attend one. They are usually held in the warmer months. A lot of breeders exhibit at these shows and many bring birds with them. It's a good way to meet breeders in person and ask them about their breeding operation and the various birds they breed.
To find a bird fair/expo within a reasonable distance from you do a Google search for bird fair expo and you will see quite a few organizations have them every year. I got a weaned baby goffins cockatoo at a bird fair/expo in Pomona, CA many years ago and these fairs are still held all over CA. Midwest. You CAN get quality birds as Bird Expos or from breeders you meet at bird Expos.
Contact the North American Parrot Society. Your region (Ohio) is Region 3. Their website has contact information for the Directors of each region. They may help you find a reputable breeder.
Local certified avian veterinarians may know of local breeders.
You will run into scammers that take your money and but are not breeders, have no birds and never intended to give you a bird. Red flags are bargain prices for baby parrots. No one sells something of value like a baby parrot for very little. Personally, I would travel to meet the breeder and meet the baby bird before agreeing to any money exchange. I wouldn't ship a baby bird, though people do it. I would try to find one within a days driving distance, pick up the bird in person, and drive back home with him.
Do NOT adopt a baby parrot that is not weaned! Handfeeding is difficult and dangerous if not done exactly right. Baby parrots can die quickly if hand fed incorrectly. A reputable breeder in the US will not sell an unweaned baby. It's done frequently in Southern and far east Asian countries but many babies die.
