Horrormones with Albie are awful this year

I caught the two sister budgies, one of which is laying an egg every other day for almost two weeks now, actually MATING today! One girl on top taking the male role and the other on the bottom enjoying it, I assume! I really don't know what to to. Separating them isn't a good option right now with my caging set up. I know two girls can bond but this is too much for color TV!

My CAG is still hormonal and driving me nuts. I have a higher number of birds nesting in my trees and nearby. I'm wondering if she's being triggered by hearing nestlings.
 
Its so bad this year, we just got Salty a Lupron shot on Monday. Hopefully this kicks him out of 'Hubba Hubba' time!
 
While I was in Las Vegas, my 5 month old baby girl budgie Joey started acting very hormonal with 8 month old boy, Tiki, when the sitter let her out for 30 minutes a day.
I've been trying to keep them apart but he's all over her cage courting her etc and she's asking for it. I can't let them both out at once or he mates with her.
I was cleaning her cage this morning and found THIS! I just can't stop these flying rabbits!

It's the middle of Apr, shouldn't the hormones be tapering off?
 
My budgies breed YEAR ROUND! As long as there are healthy males and females they are determined to make baby birds. The only way to stop them is to separate the sexes and at this point it looks like separate rooms not just separate cages. Joey wasn't even out of her cage and she started "flirting" with Tiki through the cage bars.
 
Tonight I got home from work and Joey had laid another egg and I gave her a other dummy! Budgie eggs are an interesting color- pale peach when first laid. They darken as a chick develops. I'm moving her cage to our bedroom to keep her out of sight of Tiki. Hopefully this will stop the cycle.
 
Talked with one of my friends. Her best friend is an exotic vet. The problem with hormonal avains is rampant in her practice too. She made an interesting comment. She'd like it to be mandatory for all wanna be parrot owners to pass a test!
