Wondering about materials options for a diy outdoor aviary for a B&G Mac who has a fun habit of popping welds when the mood hits her

The only material that is completely bird safe from metal toxicity is stainless steel which is b ery expensive if you can even find it in the form of bars or something similar to hardware cloth (square grid). I would visit a zoo that has aviaries and see what materials they use for birds or other animals àthat chew. A macaw can obviously chew wood so a wood frame is out. A PVC pipe frame would be good but I don't know where you'd get enough stainless steel to enclose it.
