I would say that's rather small, and you should read up on what materials are toxic to birds, certain metals are really not good for them.

There's many other resources out there for things that are potentially toxic or harmful.
Birds will chew ANYTHING. You also have to be concerned with the mesh because you don't want his tiny feet getting stuck. Wrought Iron or Powder coated metal is really best. Not to mention rust, and bird droppings seem to eat through almost anything. Remember, if you're building it yourself, you're building it for a parrot. You're not building a chicken coop.
If you want a "proper" cage, be prepared to spend upwards of $400.
