Bit North of that area, so not much help in that regard. Have you Web Searched for Parrot Clubs in your area and/or Breeders? Also, check with local the Certified Avian Vets!

There are some excellent pet rescue organizations near you. You'd be surprised how many small parrots like budgies wind up at rescues. Petfinder.com lets you search for the type of pet you are looking to adopt, and also has lists of rescues. For example, there's a place called Wings of Love in Lexington, KY which isn't that far, but I'm sure there are some closer to where you are.
