My Poicephalus parrots are in cages that size, and they're a little bigger than a Quaker. It all really depends on their activity level though, as to how big the cage should be. I wish Griffin had a bigger cage because he's so active and can't always be out. While Robin is more sedate, and fine in a smaller cage. Half the time he doesn't want to come out even. Bar spacing no more than 5/8".
As Scott said too... I'm not familiar with Quakers, but I figured I'd give some general info
. I've seen some 'illegal' ones here before, so I know of their size. Not sure how hyper they are - IMO that really dictates the size of the space inside.
