FWIW, my standard chop recipe is almost 30% hot peppers, jalapeno, ghost or habanero , the hottest ones I can find. He loves them.

Will a cockatiel be able to tolerate that spice? Iā€™ve seen bigger parrots eat straight up chilli but I donā€™t know if my little cockatiel can eat those

Yes. The size of the bird doesnā€™t influence its tastebuds. Red pepper powder is sold for mixing into wild bird seed to keep squirrels from eating the seed. Most wild birds who would come to a bird feeder are smaller than cockatiels.
