Please help me understand ......confusing behaviour

I have a male and female they show all the signs of being bonded the female is always going in and out of nesting box she follows him around the cage but then when they seem like there going to mate she gets mad and tries to bite him. Is this normal and she is always puffy I thought she might be sick but have had her for almost 6 months and she is normal just always fluffy. Is this normal . ?

Just wanted to say that you could remove the nest and they will not exhibit as much breeding behavior. How old is she? If 6 months that's really young for her body to start producing eggs (I don't use any nests in my budgie aviary because it can cause fatal complications called egg-bound).
