Try putting cage in open garage and leave light on for a few hours before and after dark. He may not go into cage but may go to lighted area seeking shelter and people. If you see him in garage, turn off light quick and he will be afraid to move in dark then you close garage door. I live in NJ and caught a lovebird when it was hanging around yard and finally flew into my lighted garage while I was working in it at sundown one cold evening in November.

It's good she keeps coming back, she most likely is hiding away near your house. which with more food more treats and a bit of patience she should come down to you
I'm gonna stick with playing budgie noises from inside the cage
maybe even find a tiny stuff toy budgie to put in. It may prompt her to fly down to say hello to a friend and distract her long enough for you to shut the door
