I don't know that seems to dark i was thinking. maybe he was breed with a cobalt budgie and a white budgie to get a lighter cobablt thus resulting in light light blue idrk.

It doesn't work so. There's no such thing like something between cobalt and non-cobalt. From such parents (cobalt and albino) you would get at least two types of babies: cobalt and skyblue but nothing between
