Oh those pics of Mooney are CUTE!! 
It depends on the individual about the talking. Some individuals never talk. I've never had a Conure, but out of my current flock and past birds, all of the males (besides budgies) say at least a couple words without even having taught them. It seems like unless the bird is a species known for being "good" at talking, you have a better chance with a male talking. That's of course not to say it's impossible with a female conure. Did you get Mooney DNA'd?
