Military's behavior

We recently began fostering an 8 yr old military that we think is a female. Sweet bird but i have a question on two things. One she does this thing in the morning where she grabs the base of her tail and rocks back and forth on one foot making small grunting noises....curious what this is.

Secondly, while a sweet bird and she can be a bit lungey and bitey to my wife and sometimes kids. When she walks by he sometimes lunges at her and will biter her when she tries to get him to step up off her stand or get her out of her cage. The puzzling thing is that if i put her on the floor, she will happily step up on her arm and give her kisses...same with the kids.....most of the time she will even step up on their arm if she starts on my arm. So I dont think that its an issue of her not liking them. She hops up for me and never bites hard but just mouths me in play. What can I do to stop this behavior? Ultimately i would love to adopt her, but with her behavior toward my wife that may not be an option.
 
Some birds are cage aggressive. She's probably a bird that prefers men so she's okay with you being near her cage but anyone else makes her anxious. Someone here might have some advice for the cage aggressive bird.
