Whoa, what a heated discussion.
I just drop in my penny. I have two male budgies, and they can get VERY loud at times, especially one of them. Sounds like a flock call, although everybody is there. And he can go for a while making everybody go nuts. I just pick him up and hold in my hands for a little while until he calms down and starts trying to escape. Even letting him fly to another place usually stops the screaming (he is mostly cage free).
I'd try to distract your baby from screaming with making him to do something else.
