Is my Ringneck male?

So I have this African ringneck since sept/October last year she was about 5mth old
Recently tufts of black feathers start appearing around her beak, theirs no ring yet
Thanks for helping

Most African Ring necks obtain their full plumage (and the ring) around 18 months
 
The timing would be right and where the feathers most often appear is around the beak. The photo doesn't really show black feathers, more just dark patches. It could be the photo though. Are they jet black in real life? Of so then yes, you have a male :)
