im a new bird mommy needing help!

Im elisabeth i have a almost 1 year old conure named leo but my grandma had him frist for someone to keep her company! he was with her for a couple months and then he bit her she gave him to me!. he plays all the time! he also talks to me! but i cant try to get him to come near me to try to get him to step up! am i doing anything wrong? any tips or tricks. Thank you
