How do I clean the "kabob" toy for my budgies so I can give it to them clean (if possible).

Welcome to the forums! What material is the toy made of? That will make a difference in the best way to clean it.

Seems like wood, paper and perhaps loofah. Here's a picture if you can tell if it's safe.

It said hamburger loofah toy. I was told it's a kabob.

Soap is safe, water is safe. I'd go with that. Just regular soap.

Should I use dawn? Also, what about the paper?

If the paper dissolves a bit, (it might) it will come back more like cardboard. You can't make a kebob without breaking some eggs.

Or spend 4.99 on a new one. I have to replace toys constantly, usually because they are chewed to splinters.

Just be glad budgie toys are so inexpensive. Salty goes thru about $100 of toys every 2 months or so.
