Green Cheek Conure hand taming

Hi everyone! I’m a new bird owner who brought a green cheek around 2 weeks ago who is one year old. (Not sure if female or male if it’s relevant) It takes treats from my hand and comes to the side of the cage when I’m sitting next to it but when I hold a treat away from him he doesn’t step on my hand to get it and runs away from my fingers. How do I get it used to my hand and possibly pet it? It is too early or am I doing it wrong?
