feather breaking?

so my young budgie has had his tail feathers hanging limply recently, and at first I assumed they were wedged in there a bit to far and he was just molting them, but it's been 2 days now and one broke off, or atheist that's what it looks like. I'll attach a pic of the feather, and can someone tell me, is this normal?

Well, a close look at the very end of the feathers 'look' to have been broken-off as compared to chewed-off. Plus, being tail feathers on a very young bird it is not uncommon for them to get their tail feathers in cage bars, which can cause breakage like this.

Now since it appears that the root of the feathers is not there, they will molt with time and you may never see the root when it does, because it will be very small (short).

Be mindful of any droplets of blood over the next few days.
