clipped wings

i as a personal opinion don't want to clip birds wings. i didnt do this to him it was the previous owner.

today i had some reassurance. my bird jump of his cage a gild to the door i was entering the house from and managed to have a lot of control and didnt crash into anything and landed in a tight space. is this a go sign?
