cage or small aviary or both for a conure?

Hello,

My daughter is getting a conure soon and we are trying to find the best set before the arrival of the bird.

I have found a cage about 50cm wide, 70cm tall and 40 deep that seems adequate. However, we have a small balcony, ground floor that has been block off with stainless steel mosquito net double with pretty tough chicken wire. That is about 3m2. I was wondering if we can use this balcony, off my daughter's room as a mini aviary? If so can that double as the bird's enclosure or should we stick to a cage? Or should we have the cage in the aviary (for a more snuggly space for birdy)?
