Bonding question with my IRN

I've had my IRN for about 2 years now. He was 6 months when I got him and very afraid of hands. He now will sit on me, kiss me, step up on me, do a couple of tricks but if I try to touch him at all he freaks out still. He doesn't seem to have bonded with me. He sits on my shoulder or arm but he doesn't seem to want to be social unless I intentionally go and get him to hang out with me. I have a quaker and a Amazon that have bonded with me. Are there any tricks or advice to get him to bond with me or to get him use to my hands? When I take him to the vet it's a nightmare for them to get a hold of him because he is so afraid of towels too. He fights like a crazy bird when the vet needs to handle him at all. I think I need to spend extra time with him or something??

IRN are not very "touchy" birds. They will hang out, chat and maybe let you kiss them on the beak. Touching however is not something that they seem to be big on.
