Baby budgie is refusing to eat formula

hi, i am a new budgie owner and my baby budgie which I was told he is about 3 weeks old and he is not eager to eat and refuses to eat during feeding time. I am handfeeding him with baby bird formula 3 times a day (as instructed by bird owner) and I make sure the temperature is not too hot or cold for him. He doesnt even try to taste the formula and I do not know whether he is ill or stressed due to the new environment. I got him 2 days ago and I have been patiently feeding him with a syringe but I am worried he is sick or has other issues that needs to checked by the vet. Please help!
