Are the wings on this bird clipped?

I saw this adorable little video on Instagram of this Amazon riding around on this toy car. I’m curious, do the wings look clipped? I messaged the owner of the bird, and asked but I never got a response. I’m just wondering how he keeps the bird from flying away. Inquiring minds want to know. lol.

I can’t be sure.
But if I had to guess.
I would say the bird is in the process of regrowing his flight feathers.

He was clipped but can probably fly some at this point.
