Are Pionus quiet birds?

I live in an apartment and need a quiet bird. Some videos and articles I've seen call them great, quiet apartment birds while others say that they can be quite loud. Thoughts?
 
All parrots can be loud. As individuals, some are louder than others. Pionus are known to be quieter than most parrots but they can also be loud. What is loud to one person may not be to someone else. A person who is hard of hearing may not be bothered by a loud parrot, but a person with sensory issues, including some people on the autism spectrum, can be ultra sensitive to any noise, including parrot noise. Unfortunately, apartment dwellers don't get to chose their neighbors.
 
I've had two white caps in apartments, and they are -mostly- quiet birds. They do have a high-pitch alarm call that can be quite loud, but it's rare to hear it. Most of their noises are on par with the Pyrhurrah conures. Vortex, my current white-capped pi, is much MUCH quieter than both my cockatiel and peach front conure!
 
What are Pyrhurrah conures?
I dunno if I spelled it right, but they're the conures that are similar to green cheek conures - the green cheeks, the black-headed, firey-shouldered, crimson-bellied, etc :)
 
I hear that female cockatiels are pretty quiet while the males whistle and chirp a lot. I had a male and he tried to be "musical", but he frequently whistled off key and mixed songs together, which didn't always sound very musical, but he made up for it in sheer enthusiasm!
 
I have a male Pionus and I can't say he's quiet at all. On the other hand, his extroverted personality really adds so much presence.

If I can give you some advice, if he's a loud one and neighbors will hear him, try to reach out to them and perhaps introduce them to the bird. Once they see how handsome and lovely the bird is their hearts will melt and they will never complain about the noise. It has worked for me for years lol.
 
His wings were clipped by the breeder so he can't fly and spends all day in the cage. When we try to take him out, he won't let us but yet he's acting as if something is wrong with him. He's growling, pecking at his foot and climbing all over the cage as he pecks away but doesn't seem to want to play with all his toys. He almost seems angry of sorts and we've only had him 2 weeks and he's 8 months old. Took him to his aviary vet last week and all was good so I don't think it's some type of physical pain he's in. My neighbors will not like him one bit cause they talk about privacy and how quiet they want it here. At my wits end. Please help!!!

Odd... Vortex is a very very quiet bird. Sure, she has her occasional loud moments, but it's only in the morning and in the eve for about 5-10 minutes. Otherwise, she makes a polite squeak, or she tries talking.
