What are these strange hic up noises? started doing it over the last couple of weeks, he only does it when with me so dont think its a health issue but it still worries me slightly, has anyone seen this before? what could he be trying to say?

It looks like she's begging for food by the way her wings are moving, it is breeding season in the northern hemisphere and she might think your her mate.

I was told he/she is male but I'm not sure, I took him on 6 months ago and he is 9 now. Do adults feed each other while 1 looks after the egg in the wild? I too believe he thinks I'm his mate and is begging for food. If I open my mouth he puts his head in and bobs it while flapping wings like you see wild birds feeding each other. I guess I should ignore it and not feed him when he does this?

It can be hard to ignore them sometimes but it's better in the long run. Rewarding the behavior can make him hormonal and if he happens to be a female possibly start laying eggs. With eggs comes a bunch of other complications like low calcium and possible egg binding.
Don't let him put his head in your mouth or come in contact with your saliva, birds aren't mammals and our saliva has bacteria in it that shouldn't be present in a bird. Here's one of the many articles on this subject.
