There are no crested parrots which live in America - the only crested parrots are cockatoos (Australia,

Malay Archipelago, Philippines) and genus Eunymphicus (Oceania)​

 
The only one I can think of is the hawk-headed parrot, but I don't think they have a blue mutation.
I thought the same, but it even doesn't have a crest and I've never heard about any mutations

There is a mutation for it-
But there is only one post about it in the whole internet

If you mean a fan head parrot - they don't have a crest, it doesn't have any name. They are just feathers which are much bigger than other parrots neck feathers
