Young Cockatiel shivers only when I approach the cage

Normal Grey Cockatiel named Asher.
I have a young Cockatiel (doesn't yet have the adult coloration young). I have only had him for a little over two weeks so he is still really scared. Ever since I got him he has done this thing where he puts his crest up then fluffs up and shivers like he is cold only when I or a family member approach the cage. While watching from afar he acts perfectly fine and plays and squawks and acts generally healthy. I have never seen him fluff up at any other time besides when somebody comes near the cage or the normal birdy quick puff and shake. If I stand there long enough he eventually goes back to what he was doing but always keeps a slight fluffy appearance. When I stick my hand on or in the cage he then pins his feathers to his body but his crest stays in the same position as when I first approached the cage. Does it sound as if he is sick or could it be that he is just that scared (note: he is no where near tame). :grey:
