Why isn't my female budgie playing?

~ Twitter (white / blue)
~ Twitch (grey / purple)
I have a female budgie (about 7 months old now) and she isn't playing with toys and isn't very active, I'm pretty sure because I haven't tamed her fully but her cagemate is playing even though I haven't tamed him yet. What could be a reason for this?
 
Many birds don't play with toys. It's normal. Try foraging toys. They don't have to be expensive. Just hide a seed in a crumpled-up piece of paper or a desktop drawer.

Our 2 are pretty laid back as well. I saw Adrian playing with the little bell on the end of a wooden toy, but for the most part, they have not started to explore as yet.

My female bird, Bubbles, is much more grouchy than my male, Kiwi. While Kiwi spends most of the day running around and scremming his head off, Bubbles likes staying more calm and still, sometimes doing other things she likes. I find that Bubbles takes more of an interest in chewing on cloth and dragging things around on the top of the cage.
Do you let your budgies out of the cage? If not, then don’t worry, they usually can find their way back to their cage easily and after the first few times, they usually just hang around and play on top of their cage.
A variety of toys is also needed, and I think that interaction is key.
Bubbles is obsessed with chewing on my jacket sleeve, and she legit tracks me down in the house and screams at me until I come to their cage and stand still so she can climb around my jacket and chew on it.
