All I can find being sold around me is Galvanized metal. Is there any inexpensive way to make that metal bird safe? I'm desperate to build an aviary but I cannot find the resources.

I'm assuming you are talking about an outside Aviary, right?

The term, 'inexpensive' is not realistic! The most demanding resource will be money and a fairly large sum of money!

Drawings to summit to the local Government
Building Permit issued by the local Government
Removal of existing soil from site and leveling
Crushed Rock sub-soil, some areas will allow sand
Vertical structural Poles with the bottoms 'up to' 1 meter in the ground with concrete pour around them
Concrete Pad, approx. thickness: 100 mm
1 meter crushed rock edging around the concrete pad to allow drain away for cleaning and rain run off.
Horizontal metal structure to connect the vertical poles and develop the support for the general covering and shade area
Stone or concrete walk way to the Aviary
Water piped underground to the Aviary with two connection points
Electric underground to the Aviary with Switches, Outlets and overhead Lighting
Double door with separation for dead space between the outer and inner door.
Door locking system with locks
Perching systems
Feeding systems
And with all that first in place then you get to look for Stainless Steel fencing.

And, all of that is not a complete list of needed supplies!

Really being desperate is when you are 30 minutes from home and you remember that you left the Parrot(s) in the poorly constructed Aviary and when you arrive home to find it empty because you didn't build it to with-stand animals, low life Humans and/or you leaving the door unlocked! Or, when the Local Government fines you and gives you notice to remove.
