I agree with Julie. I love my sennies and I'd willingly have more pois if I didn't have a big blue fluff ball, but with pois you really need to be aware of what you're getting into [emoji5]
Parrotlets were mentioned a few times but I'll say it again cause they're so darn cute and have a big personality.
I'd give another look at the pyrrhura conures (not aratinga) since they're quieter and a lot of mutations have made them a little flashier. I also LOOOVVVE Crimson Bellied Conures that are just gorgeous! Very underrated IMO.
Lastly I'll throw caiques out there again--super playful, fun, compact size, intellient, great little outfits.
In our house, the ringneck is definitely the quietest of the three birds, with wee chatter time in the morning, evening and when I turn on the television. He's also the far quieter than my parents and inlaws galah and Sulfur respectively. The budgie, on the other hand, is the one that drives us most batty.
Keep in mind though we have a playstand and I'm home and in a settled environment most of the day.

My IRNs are also the least chatty of my flock except the Pionus. They do have VOLUME though when they want to, and they sound like laser guns on space ships, to me at least.
I wish my Ringneck was quiet! He's exceptionally vocal, no matter how busy or happy he is. He wakes up by chattering and goes to sleep chattering, and my boyfriend and I are very quiet people. On the other hand, my conure is exceptionally quiet. Even when he's contentedly cuddling me and relaxing with me, he talks non-stop. When I was talking to my mother on the phone yesterday, I had to put Shiko in his cage and cover him because he kept trying to talk over me to her, haha!
I think Poi's are a pretty awesome choice. My boyfriend and I originally wanted one as our second bird, but fell in love with Ringnecks instead. It was mainly the fact that they're known to be one-person birds and tend to get along poorly with others, whereas IRNs are pretty good at balancing relationships and tend to pick a flavour of the week. Shiko very much so picks and chooses favourites based on how he feels, the alignment of the stars, and whether or not I've put jam on my bread that morning.
