Urgent: Need Brooder Ideas!

Big Apple Pet Supply sold me counterfeit heat tape. It's not Flex Watt, as advertised. I've used Flex Watt heat tape. It works. This stuff doesn't. I had pretty much counted on this method. Now I have just a few short days to put together a brooder.

I could use some help.

I'm not familiar with heat tape; how about you tell us what you have available to you and why it is so urgent and what your needs are so we can try to make suggestions.
