Raphael, So you understand about the band. When the bird is a tiny baby, the claw is slipped thru the band with the proper identification, as the bird grows, its foot / claw will not come back thru the ring. So when henpecked pointed out that if he bands the bird at this point, its not a valid banded bird, he would literally need to break the baby's foot to slip the ring on.
I agree with henpecked, this guy is probably a broker, so waiting for a baby for him may not mean a well cared for baby, he's not going to be interested in investing his time, he just wants bird out and money in. Have you checked all local pet stores for boards or listings they may have, or posted in the proper forum to ask around for everyone here is they know a breeder or again on my soapbox, consider adoption.
As for handfed vs parent weaned, you'll get a great bird either way. We have mostly birds that were handfed and they are all wonderful, your bird won't think he's human
