Well i got a close look at his leg band and from research it looks like a band like they put on when it was legal to import...its got 2 letters(i cant make out) and 3 letters..its an open leg band...could this mean he is older than we where told?

it was difficult to even look at i had to get him to step up on stick to look at it.
 
Rosie has open bands, I believe her bands also had letters and numbers, the letters for her identified as New York, then her identification number. If the band also says USDA that means your umbrellas went through a government run quarantine station, if it does say that they may have gone through a private quarantine station or your bird may have been banded as a adult outside of a QT station. I wasn't able to get much information about Rosie's(since they don't say USDA), and when I tried calling USDA to see if they could help me at all they said most of the records have been destroyed after the private QT stations closed. Even the USDA no longer keeps their parrot records from so long ago.

If your bird has a leg band with three letters (the first one being F, C, O, M, I, L, or N), followed by three numbers, it was undoubtedly imported into one of the above listed States prior to 1992.

Here's a photo of what Rosie's open bands looked like, I had the vet cut them off. Don't try it yourself, my vet had to use GAINT bolt cutters and two people to carefully hold her because of how tough they were.
