Territory/cage behavior question

Again our Chuy is 3-4 months old....we just have some questions about cage/territory behavior.

When Chuy is in his cage he seems to be a little aggressive or how do I say it "this is my house" kind of attitude. He will eat from my hand just about anything we give him. But he won't step up. He will at least give me 1 claw, but then steps away. He won't allow us to touch him when he is in his cage either.
We can leave his cage door open and he won't even attempt to get out of it. He just climbs up and down enjoying himself.

But, when he is out of his cage..we can pet his head, scratch his neck. He even ended up on top of my girls head...lol

We are just wondering if this is pretty much normal behavior?

This is a tough one. I'd normally suggest letting him come out on his own, but it seems that is not really working.

Cage aggression and territorial behavior is a common problem.

Skittles will let me stick my hand in his cage and he'll step up. Sometimes I can just grab him and pick him up (I try not to cause he doesn't like it, though he doesn't "attack" me when I do it). I can also stick my entire head in his cage and he just gives me this adorable little "so what, you want a prize?" look. However, when I go to clean his cage or remove perches/toys, he gets very aggressive and will attack me, so I clean his sleep cage when he's in his day cage and vice versa.

Some territorial behavior is normal, after all it IS their home- but they shouldn't be overly aggressive at all times.

Hopefully, someone can provide you with better tips.
