Suitable first bird?

Hi everyone!

I decided to join here to do some research and decide whether a) a bird/s would be suitable for our family and b) if so, what type of bird would be best.

I know absolutely nothing about birds so this forum will come very useful I'm sure :) I'm actually looking to get one/two/however many for my Dad as a gift. He absolutely loves them and finds them fascinating little things but again, like me doesn't know a thing about them!

Just a little info on us...

The birds would most likely be kept upstairs in the office (if not, they'll be kept outside). I'm home for most of the day and will be spending quite some time in the office for work. I have two rabbits outside who I spend a lot of time with too so there'll be people pottering outside for some of the day.

We're quite a quiet family but have two noisy doggies (who don't go upstairs).

We do have a good size space available inside and outside there'd be even more space that'd be suitable. Something to bear in mind though - my mum isn't exactly 'house proud' (she can't be with my two dogs lol!) however doesn't like loads of mess. So this is something that I've been thinking as a) I don't know how messy birds are generally and b) what about time outside of the cage? (if house birds?)

So my questions;

1) What breed of bird would you recommend for complete newbies? I'm more than happy to put months of research into this beforehand.

2) Inside vs outside? The only slight issue worrying me is free time outside of the cage if inside but is there something we can set up to protect wires or computers from poo?

Thanks so much and I look forward to reading your responses!
