I am thinking of buying an African Grey and he is 4 years old. He is talking already and I was wondering if it I would be able to teach it new vocabulary and new songs?

I've had my 20 year old African gray for a month and a week and he already is learning new words. So yes it is possible, but it's also not possible. Don't buy him only to talk! Buy him because you want to share a life with him and be the best parront you can be.

No matter the bird, it is always up to the bird when it comes to talking and/or learning new words.....many greys learn a lot of words, with some even being able to learn to put words into context, so if you think you are ready to properly care for a large bird, go for it.....

He/she will continue to learn for a lifetime! There are no guarantees. Not all birds talk and how much depends on the bird AND how much time and effort you put into it. Like Copper pointed out, buying a bird because they talk should be low on the priority list. Parrots are full of personality but require a lot of care and dedication. Keep that in mind before you take the plunge. But if you are ready, go for it! :)
