Question about budgie colouring

Hi guys, I have an important question.

So, someone found a budgie similar to Jeff. The budgie is cyan. Jeff is Violet. Can poor living conditions change a bird's colours?

Other than the cyan colouring, it looks a lot like my boy Jeff who flew away.

Maybe I'm too optimistic. I was just asking because this is the closest I've been to finding Jeff. Sorry if this is a stupid question.
 
I don't think it's Jeff... the found bird looks like a female... and she's opaline while Jeff doesn't seem to be

Thanks for the reply... I thought it probably wasn't Jeff. We asked for more pics but haven't gotten any yet, still waiting.

I know males sometimes get brown ceres from poor nutrition, which Jeff probably would get from living in the wild, which is why I wasn't so concerned about cere colour
