Plucked head, pimples?

I adopted two sun conures today. One is fully feathered and the other one has a plucked head. I was told that its growing back. But I noticed hard breathing, a very wet mouth, breathing with mouth open, and it has two pimple like wart bump things. Is it an irritated follicle maybe? I assume the other one is over preening it. Do any of the other symptoms point to something else? I have them quarantinued until I know whats up. Should I purchase a basic mite treatment and a scalex scaley mite treatment?
I'm going to use the mite treatment on everybody and buy the scalex tomorrow.

You should avoid the mite treatment (unless you know for sure they have mites) and get them to an avian vet to figure out what is wrong with them.
