Please help !

My parrot has been this way for a while, we thought it was just gonna be for the winter and then they would go away but they haven't. Can anyone please explain what all those white fluffy feathers are and why her natural feathers are falling off? Please help!

my B&G never did that.

That is the layer of down feathers.

How long is a "while?"

How long have you had the macaw and how old is he?

I am sure someone soon will know better.
Do you have an Avian Vet?

Does the bird live in the cage in the garage?
If so, that could honestly be the beginning of the issue, right there.

Once you figure out whats going on with his feathers, this site will be a great help to understand what he deserves as far as basic life needs, food, and enrichment.

I affirm the questions in the previous post and have never seen such a display of down on a macaw!

If you've had this bird for a while, have you ever seen a normal feathering?
 
I suspect it is a diet issue but would want this parrot to see a CAV for some blood tests to rule out any chronic diseases, including a number of bacterial, viral, fungal and parasitic problems.
1 Good diet
2 Good living conditions
3 Enrichment (toys)
4 Sunlight
5 Company/stimulation

A lot more history would be very helpful. Working only with what little you have provided, this is IMHO, what I believe:

The B&G appears to have over a long period of time 'recovered' large areas of Downy Feathers. The result of having no Body Feathers or the over-cover of Wing Feathers has resulted in the Downy Feathers fluffing-up.

Once again, the lack of any history makes this all subjective at best. That all said, I would be very happy (thankful) that those white Downy Feathers have remained in place for as long as you state.
 
Looks like this bird was a plucker.

The white feathers are down feathers that have grown back.

If the feather follicles are damaged, the feathers don't grow back.
