Please help biting peony parrot

Thank you for letting me join this forum.
I have a medium size peony parrot(Bubi)He was about a year old when I got him from a pet store. He never was consistently friendly more like Jekyll and Hyde. I can pet him in the morning only. He is 13 years old now. Bubi is in his cage at night or if I have to leave my home so he is out most of the time. I have two dogs and two cats they are fine with Bubi. Lately my bird just flys on me first my shoulder no problems at first but now he constantly is attacking me and bites hard. I take him with me letting the dogs outside, he stays on my shoulder. I never know when or why he bites me so much lately. I purchased him a play gym so he can be closer to me and my dogs incase he is jealous. He seemed better at first but it was as short lived. Any help would be appreciated.

Is there a specific situation that seems to cause him to attack you?
Perhaps it would be best to limit or exclude shoulder time. Birds that attack, especially faces do not belong on you shoulder.

I agree with you, when I let my dogs out downstairs he flies on my shoulder without permission. I guess he wants to be included. But he never was or is a tame parrot. Very moody and unpredictable. I let him come with me as long as I see he is in a good mood. Anything I correct him on he turns aggressive. I give him time out in his cage after a bite etc. The flying on my shoulder and wanting to go where the dogs are is fairly new ( about six months).

Have you tried target training him? Works wonders with many a bird.
Does he have any excess sugar in his diet? Or carbs? It can trigger hormones which can cause dive bombing/biting/screaming etc.

Hi, no I never heard about target training. I will google it. Will also check his food. I really appreciate your suggestions.
