Panics around hands

So ive got tekno to come onto my leg no dramas at all with out hesitation to peck the target ( with my hand behind the target)But as soon as he does he's started to run off my leg when I move my hand up to give him his treat. But then will come down quick smart to take the treat - with no hesitation but then runs back.
Now, If I put my hand in front, or directly under the target- he gets Extremly anxious, and very hesitant. He will come and check it but can see he is panicking alot. He has let me pet him once. I don't try to force touch him or anything like that.
Although at times, when he's been out of his cge and gong towards the back door to look outside, I've noticed he sometimes ventures towards me but panics and goes into the cage.
Is there a way I can attract him towards me, calm his fears of my hand etc? Or am I being impacient?

Time, paitence, dedication and lots of treats might solve this.
An idea might be to hold his favourite treat in your index finger and thumb. If he's on your leg, just rest your hand somewhere that's not too close to him. Continue to talk to him and see if he comes up to the treat.

This way it's him who's coming to you instead of being forced (I'm not saying you're forcing him, but you know where I'm coming from).

And if he does approach you, even just a little bit reward him vocally. Hopefully he'll learn that you aren't a threat in the near future.

Yeah, ive done that. He will happily take a treat like. But if there's nothing in the hands at all he Freaks out.

Ill just keep on doin what I'm doing, he'l eventually come around. Just thought there could be something else I could do.

Thanks

It sounds like you'll need to take baby steps. So the next thing you could do is put the treat in the palm of your hand and cup it your hand slightly. This will make your bird get a bit more intimate as he may have to touch or step up onto your hand. Try that and see.

Another thing you could try is placing your hand on your leg, close-ish to where he is sat. Slowly move it little bit little closer to him and reward him each time.

Apologies if these aren't quite the answers you are looking for. Afterall, each bird is an individual and it can be hard to determine the best way to solve the same problem for different birds.

Update.

I held my finger out on his main perch, with his fav treat being held with my thumb & rude finger ( basically if you make the "dog" shadow puppet thing with your fingers.... Like that.)
He was coming up and just taking it then then eventually put a foot up,( and I started saying "up" when ever he does this) then jump up, get it and jump off. Now he is sitting up there for a little bit now. But still gets anxious when the other hand looks like it could had for the cage. Pretty happy with how I'm going so far. Can't wait fr him to let me full pet him and have him on my shoulder hopefully.

Just need to work on his screeches. Extremely high pitched and constant especially in the morning when the other birds are making noise outside in the trees.

Any ideas?

Sounds like you're doing really well - Keep it up!
No tips on the screeching sorry, but you can be glad he's one of the quieter kind of parrots. :p

I'm glad you're getting on so well, that's a big improvement! Just keep up the good work and hopefully it'll pay off. :]
All I can advise it to not reward the screeching. Don't talk or give him any attention.

Yeah I was flicking through the forum after posting that and read that ignoring and walking out of the room until he settles down then return and give him attention
