painting a old cage?

Is there any kind of paint you can safely use on a old cage? I got a conure today and the cage she came with is in pretty rough shape. a lot of the podwer coat has came off or is coming off.
Its still a good sturdy cage, its just the finish that is messed up. Ideally I'd like to get it powder coated again but not sure thats a option around here.

You might try calling around to places that do powder coating (particularly auto paint places) and ask if any can powder coat the cage. Some will do it for cheap but others may charge $200 or more.

Of course, you'll want to do some research and make sure that the paint they use is safe for parrots.
