I wonder....maybe is he feeling something that could be bothering him, if he doesn't want to be in a cage by your bed? I can not really think why he would prefer a fish tank over a cage...maybe does it dim sound/air or something? Maybe he is more frightened in something tall? Because a fish tank is kind of short, and wide.
I think trying a small cage could be good by the bed! Does he sleep on the perch in the fish tank? Kiko is a light sleeper, and thus is prone to more panicking more. But I recently got a sea-grass mat, and he fell in love with it. I think it provided him a sense of security, and he sleeps deeply on it. Kiko also sleeps in my room, because his cage is in there. He hates loud activity, and prefers to be separated in a quieter room, from the family. It works out well, because I can just spend all the time in my room with him.
I also wanted to add that I also have to clip Kiko's wings once in a while. He goes through phases where the littlest thing scares him, and he can almost never land properly. So it works by breaking things up a little, and clipping his wings.
