Not listening to step-up command??

A voren black capped conure.
Hello everyone! My conure was taught the step-up command in the store where we adopted him/her at. When we brought him/her home, it was all going great! But recently, he/she hasn't been listening to the step-up command. When he/she is on my shoulder, and I need to go outside, for an example, I try saying "step-up" and putting my finger by his/her chest, but he/she just looks at me. Then I tried adding a bit of pressure against my bird's chest, but again, just looks at me. I have to grab him (of course, not harshly) and pretty much pry my bird's claws out of my shirt. And I know for a fact that my bird's claws aren't stuck in my shirt, my bird just doesn't want to step-up. I do let my bird have a fair amount of time on my shoulder, but if I need to put him in the cage for a quick minute, I need him to cooperate. Please any tips to help this behavior. Animals don't understand that requests are meant to be generalized and may tend to learn a request in a localized setting.... i.e. your conure knows step up at the pet store, but just because he knows it at the store doesn't mean he understands the same command in your home, or perhaps on your shoulder.

Can you teach him to walk down your arm for a reward, thus effectively removing him from your shoulder?
