Regarding losings lots of feathers, it could be a early molt based on the Weather Conditions you are having locally. If you have had a warm-up in inside temperature and Sunnier Days than normal, this may add to the amount of while downy feathers and body feathers he may be losing.

So, guys just like to share food and will toss what they have. It could also be tired to his searching for a specific item of food, while tossing the others. What is his diet? As I understand it, Ecectus have a fair restricted diet and if you are not following their Diet requirements, you could be faced with more serious issues.

Dietary needs are a critical factor for their health, more than most parrots. Can you share what foods are given, and under what circumstances it is thrown?

As for the feather loss, as Sailboat posted, it may be cyclical.
