New Owner dilemma and questions

Hi I am posting because I have several new questions about birds I and my sister want to get. Recently I went to a parrot breeder with my sister and fell in love with the way the parrots and the people interacted. I have a few problems in the way of getting one of these beautiful animals however. Firstly, I live with someone who has problems with shrill noises (He has problems with his ears ringing and such) and secondly I go to my fathers house every other weekend and am worried that the parrot will not travel well or the cages will be too difficult to transport. Last of all my sister and I BOTH want a parrot and we are worried that even if they have separate cages they will bond closely with one another and not their respective owners! (Not to mention the fact that I am an older teenager and may have to move out a few years after they actually do bond and we don't want them to become depressed due to separation) Well to finalize this information the bird I am considering is an Indian Ringneck parakeet (I think they are darling, just the right size, pretty, and talkative:)) My sister can't decide between a Senegal parrot, a GCC, and Quaker.
Please help us! We have no idea what to do!
 
While there are quieter birds, all parrots are capable of making shrill noises. I have a Senegal, and they are considered very quiet... but she can make some VERY high pitched squeals. Quakers are especially loud. I know it isn't fun to admit, but the reality is noise sensitive people and parrots don't mix. I think your best bet would be a budgie.

How old is your sister if you don't mind me asking? You said you'll be moving out soon; do you know that you'll be able to keep your bird? If you plan to go to university, chances are you'll spend first year in residence (some colleges require it, in fact).

I'm only 20 myself; I only got Pixel because I was incredibly fortunate to find a great paying job with a good company, that I plan to move on to a career with. I'm not saying you can't be in school and have a bird, or that you have to have an awesome job... but right now, you probably don't know 100% what you want to do with your life. Do you want a bird to limit that?
