The bird is traumatised. Some people don't know how to move around birds and they frighten them. The animal is likely not properly nourished with the right nutrients, as well as having 'cabin fever'. Just like a mentally damaged human child, it must learn that you promise to be there for it and love it and provide for it. Not only food but also love and attention which are what parrots need most to be happy. A parrot who understands what it means that it is a pretty bird and it is loved smiles at you.
